Another fine lesson of justice

Last year, on August 12 in Rotterdam, a piece of human trash (55 year old) raped a 7-year-old girl.
If you're interested in the details, here is the full article.
The animal was arrested seven days after the crime. But what's even more shocking about this story is this:
A DNA match also linked the man to another child rape case in 2011, also involving a minor girl.
5 years! He could get less time in prison than the victim's age.
“The problem does not lie with the girl going to look for frogs on her own. The problem does not lie with her mother, who closed her eyes for a moment. The problem lies with the suspect,” the prosecutor said.
The problem actually lies with the whole system, which is so lenient and forgiving toward such offences. In other European countries, you can get a much more serious punishment—up to 20 years in France or 15 years in Germany. But not in the Netherlands. After a short stay in prison, this guy can walk out confidently and move on to his next victim*.
